The first

system in the world began in Baden, Germany in 1896. Great Britain introduced
compulsory

on 1st January 1904. A system had to be thought up to make the growing number
of car drivers accountable for their vehicles and their actions on the roads.
One of the ideas considered was to give a

were issued in Great Britain as early as August 1903, but it was in December
1903 that the London County Council issued the first London mark,
A 1, to Earl Russell.
